THE MISSION The mission of the Heartland Center for Program Evaluation & Research (HCER) is "to perform evaluation and research to demonstrate the impact of education and training programs in order to improve individual competence and organizational capability." Evaluation & Research HCER provides expertise in assessment, research, and evaluation. Projects & Services HCER designs and implements exercises, drills, and simulation-based evaluation and assessment to measure learning achievement, capabilities, and tasks.
