HCER designs and implements exercises, drills, and simulation-based evaluation and assessment to measure learning achievement, capabilities, and tasks critical to emergency response and crisis leadership.








Program/Exercise Demonstration and Evaluation

HCER has formed partnerships to evaluate curriculum models including training and exercise programs to meet objectives set forth in CDC, HRSA, Homeland Security and HSEEP Guidelines. Examples include assistance to state and local public health, health care and emergency management agencies to evaluate performance and capability improvement through implementation of tabletop, operational and functional full-scale exercises. An example of this type of project is with the Missouri Hospital Association. HCER conducted and evaluated the demonstration of the IS-130 Exercise Evaluation Program (EETP) and the Alternate Care Planning and Activation Tabletop involving all hospital regions in Missouri.

 

Simulated Educational Services (SES) Evaluation Project

SES and HCER formed a partnership to provide an internet (visual) and phone conference (audio) capability to provide improved access to simulated operational exercises for top officials and other emergency response personnel representing multi-sectors, multi-disciplines and multi-jurisdictions. HCPER is responsible for evaluation management including design of the performance measurement, observer/evaluator training, data analyses and After Action Report development.
