Exercise Evaluation Training Program

Exercise Evaluation Training Program (EETP) and EETP Train-the-Trainer Course are core components of public health and healthcare emergency management exercise evaluation and improvement planning. EETP builds a foundation for exercise evaluation concepts as identified in the Homeland Security Exercise and Evaluation Program (HSEEP).

HCPHP provides expertise and consultation in the design and evaluation of public health all hazard emergency management exercises/simulations to test preparedness capabilities and competencies for health system responders. The HC staff and consultants observe the exercises/simulations and provide feedback that assists the agencies, communities, and organizations in identifying gaps in their plans and quality improvement opportunities.

EETP:

  • Basics of utilizing Exercise Evaluation Guides (EEGs)
  • How to conduct After Action Conferences, After Action Reporting, and Quality Improvement Planning/Tracking

EETP Train-the-Trainer:

  • Overview of exercise evaluation frameworks and guidance
  • Exercise evaluation concepts
  • Design basics of the one day Exercise Evaluation Course (EETP)
  • Learn related principles of adult learning

EETP Toolkit

We are pleased to announce the development of our Exercise Evaluation Training Program (EETP) Toolkit. The EETP Toolkit was developed by the Heartland Center for Public Health Preparedness (HCPHP) at Saint Louis University School of Public Health in partnership with the Missouri Department of Health & Senior Services, Missouri Hospital Association, and the FEMA Emergency Management Institute. The EETP program was adapted from FEMA IS-130 Exercise Evaluation and the HSEEP Train the Trainer course and designed as a one day program for field delivery. Since 2008, it has been offered to public health agencies, hospitals, and Federal Qualified Health Centers to improve competency and capacity in HSEEP compliant Exercise Evaluation, After Action Reporting, and Improvement Planning.

The EETP Toolkit contains the course materials that would enable you to tailor and deliver this program within your local jurisdiction.

The Toolkit consists of two CD-ROMs and one DVD and the contents of each are listed below:

Toolkit CD-ROM:

  • Covers and labels for the CD-ROM series
  • Faculty and student manuals with lessons and faculty notes
  • EEGs for Activity/Group Exercise

Resource CD-ROM:

  • Resource materials to be included with the student manual that support the lesson plans, (e.g., overview and use of EEGs, AAR templates, multi-year planning templates, and the National Response Guidelines).

Activity Video DVD:

  • Group activity video of simulated exercise for group exercise testing the use of EEGs

The HCPHP believes to better anticipate, recognize, respond and recover from disasters or high consequence events, it is necessary to have a solid understanding of the exercise planning and evaluation process so that improvement plans can be developed and implemented around key capability areas.
