The Heartland Public Health Education and Training Center (HETC), in collaboration with academic and practice partners, is engaged in the design, development, implementation and evaluation of programs and products designed to meet stakeholder and workforce documented needs. The following are examples of core HETC projects.

Heartland Centers Webinar Series

The Heartland Centers (HC) Webinar Series, sponsored by HETC and the Heartland Public Health Preparedness Center, was developed to highlight best practices in the field of public health from local health departments across the country. These monthly live broadcasts are supported by a WebEx system and the Heartland Center Learning Management System (LMS) with archived versions of each monthly program available through the LMS. The purpose of the Webinar Series is to inform the public health workforce, FQHCS, healthcare, emergency management, academic community, and non-governmental agencies about best practices and tools they can use to better prepare for public health emergencies and other high consequence events and disasters. Each program focuses on best practices and/or tools that were implemented, as well as lessons learned to provide insights on future strategies for implementation and potential outcomes.

Workforce Assessment and Core Curriculum Development

HETC has continued to design and implement competency-based workforce assessment tools to identify population-based learning needs of health personnel in Missouri and Kansas. The assessed needs form the foundation for design, development and implementation of core and disciplinary competency-based education and training programs.

Primary Care

HETC and Missouri Primary Care Association (MPCA) are working with academic and practice partners in Iowa and Illinois to utilize a Community Health Center (CHC) Competency Framework developed by Iowa partners to assess competency-based workforce development needs and begin, as needed, to develop core curriculum for CHC managers and supervisors. The goal of this initiative is to develop a core competency-based curriculum for CHC workers responsible for managing clinic operations. These individuals deal with issues ranging from human resources to developing emergency response plans.

Nursing

HETC is involved in the design, development, implementation and evaluation of competence and needs based nursing curriculum to meet the needs of the workforce, including public health, American Red Cross and parish nurses.

Quality Improvement

HETC provides technical assistance and professional development to improve quality management. This multi-disciplinary approach includes quality control and assurance to evaluate and improve systemic provision of public health services.





Accreditation

HETC has partnered with the Missouri Institute for Community Health to assist in development and implementation of the Missouri Voluntary Public Health Agency Accreditation Program. This includes development of public health workforce standards and measures in addition to organizational standards related to accreditation criteria. This work has evolved to engage in support of the national Public Health Accreditation Board and program launch in 2011.
